I have really hard times whether using "people do not " or " people are not"  in my writing essay. Many times, I have failed using it appropriately.

People do not - typically followed by a verb, e.g. run, swim, smoke, talk, drive.

People are not - typically followed by an adjective, e.g. happy, tall, fat, famous, literate
