These are the differences I think:
Take a look at -> look at something during a short period of time. For example: I take a look at the magazine (look at the pictures, without read,...)
Look at -> when you want to see something or someone
I have a blog for learning english: aprendeinglesverywell.blogspot.com , take a look at my blog ;)
