's and 're can they mean Were and Was ? or only is and are ?

There are plenty of cats in this pet shop, aren't there ? That sentence doesn't sound natural. I would write it the following way. Is it just me or are there a lot of cats in this pet shop? or Do you think that there are many cats in this pet shop?
