"Hugs, kisses and broken fingers" is used to end mails (as a sign). I suppose that it is more funny form of "Hugs and kisses" signature. It's used for informal mailing, especial for love letters. So if it is your case, you can use it to sign a letter.

"BROKEN FINGERS" means GOOD LUCK.

I've never seen "broken fingers", but "break a leg" means "good luck" before you do a performance in a theatrical play or sing a song in front of an audience.
